The Right For Free Transportation Belongs To Everybody!
On February, 13-14, 2008 the project “ The creation of the committee of Lugansk region invalids free accessibility to the objects of social value “ produced a number of programs, aimed at the rights protection of invalids concerning their free transportation. This project is being fulfilled by LRYSO “AYI- East” and with the program “Civic society development in Ukraine” and is being realized by the Coordinator of ESCO projects in Ukraine and CCC. The financial support was granted by Denmark Ministry of international affairs.
The press-conference and the meeting of accessibility committee took place in Lugansk regional state administration and they produced the results of cooperation of Lugansk social organization of invalids and representatives of regional authorities of Lugansk. The deputy of Lugansk RSA chairman, the head of Lugansk regional accessibility committee J. Hunov, executive director of the National Assembly of Ukrainian invalids – Nataliya Skripka, the representatives of the social bodies of the city and region, Youth council of the National Assembly of Ukrainian invalids, the representatives of social organizations of Lugansk invalids took part in the meeting.
The results have shown that the trips through the region in summer and autumn have cast the light onto the problems of architectural inaccessibility of social infrastructure for invalids. The decisions of the round table meetings have shown the peculiarities of every town, the presence of dangerous junctions, instead of regular ramps, the problems of crossing the roads, the absence of sound traffic- lights. The project has also determined the necessity of cooperation between architectural departments and authorities representatives as well as experts of social organizations of invalids.
In November 2007 the representatives of social organizations of invalids became the participants of municipal and regional committees of accessibility, the problems concerning providing of the individuals with technical means of transportation were made up, the main establishments of health protection, culture, and education for the initial equipment of amps were determined, taking into account a great number of people with ill-transportation living in the given region. The value cooperation of Lugansk regional youth social organization and Lugansk regional state administration turned out to be one of the most important results. It influenced the joint creation of the action “The equal possibilities of transportation for all Lugansk citizens” and the expanded meeting of the accessibility committee. The leaders of social organizations of Simferopol’, Kyev, Donetzk, Dnepropetrovsk took part in it.
The meeting with the President of Ukraine Victor Jushchenko on December, 3, organized by National Assembly of Ukrainian invalids produced the new opportunities for the invalids rights protection concerning their special right for transportation.
Lugansk regional accessibility committee has created the working groups that include the heads of Lugansk regional state administration departments: transport, education, architecture, town-planning, culture. The committee has organized monitoring and the meetings with authority representatives all over lugansk region, including Lugansk outskirts. It is only the work of committee that determined the precise amount of people in Lugansk region who mainly suufer from impossibility of free transportation(they use wheel-chairs for transportation)- more than 2.5 thousand people. All head doctors of 31 district centers of Lugansk region have got the collections of normative acts concerning architectural and building standards of constructing ramps. These acts were published due to the project “The creation of the committee of Lugansk region invalids free accessibility to the objects of social value”.
The work of Lugansk regional accessibility committee with thorough help of Lugansk regional state administration chairman A.Antipov caused the fact that the budget of 2008 would be enriched with money for constructing ramps at various objects of Lugansk region, Including Lugansk regional state circus and Lugansk regional Culture Palace which in June 2007, as a result of project monitoring , were determined by Lugansk youth to be the first objects to be reconstructed.
During the meeting on February, 13 2008 the reports of labour and social protection, transport and connection, architecture departments, education and science departments of Lugansk RSA were presented, The participants exchanged experiences concerning the problems of architectural and transport inaccessibility for invalids both in Lugansk region and in other regions of Ukraine.
